Update: Health Insurance Deadline

Published December 23, 2019

Starting in January 2020, California residents will be required by the state to maintain qualifying health insurance, and enrollment has been extended through January 31, 2020.

Open Enrollment
Under the new mandate, uninsured residents could face a financial penalty when they file their 2020 state income tax return. The penalty is based on income and family size. There are some situations where a person could be exempt, such as when the cost of their health care coverage exceeds a certain percentage of their income.

To ease some of the financial burden, state subsidies are available to middle-income individuals and families who apply through Covered California. The subsidies may now include people who had not previously qualified for financial help because they exceeded federal income requirements.

Covered California is sponsored in part by the Department of Health Care Services, and connects Californians with qualifying private health insurance. Covered California also authorizes Medi-Cal coverage and helps individuals receive financial assistance to pay for health insurance premiums.

Community Health Advocates at the Shasta County Health and Human Services Agency (HHSA) are available at all our regional offices to assist people with understanding Covered California private insurance options or to help someone apply for Medi-Cal.
