While businesses are opening up with modifications, the threat of a second surge lingers.

California continues to move through Governor Gavin Newsom’s four-part plan to reopen. Shasta County is still in phase two. But health officials with the county say the possibility of a resurgence can happen at any time.

“It's important to know that we're not back to normal,” said Kerri Schuette, a spokesperson with Shasta County Health and Human Services Agency.
