The primary function of the Building Division is to safeguard the life, health, and property of Shasta County residents through the application of uniform building standards. The adopted standards involve design, materials, construction, use, occupancy, and location of all buildings and structures within the unincorporated area of the County. This Division strives to implement these standards in a fair and consistent fashion while maintaining an open dialogue with the public and various building trades. The entire team values and encourages development by working across boundaries to help meet the needs of our community. The Building Division also serves as the code enforcement arm of the Department which requires timely investigation of complaints when related to ordinances, rules and regulations which affect the life, safety and property of our community. 


Our permitting team strives to be an exemplary steward of public trust and a model for world class customer service. The key to our success is achieved by providing timely, technically advanced, and cost effective services by our trained professional staff while protecting life, safety, and property for the citizens and visitors of Shasta County.



“BUILD SHASTA” On-Line Building Permit Applications

The Department of Resource Management is now accepting building permit applications with the new “Build Shasta” web portal at  The current list of online permit applications is available by viewing this link. Online applications are processed after completeness is verified and then in the order they are received. When an application requires additional information or when the permit is ready for issuance, you will be notified by email. After Department review and notification, you will have access to pay and print your online permit.

Printable permit applications are still available and you may apply in person at  the Permit Counter located at 1855 Placer Street Redding.

2016 California Building Standards Code


California has adopted the new building codes which go into effect January 1, 2020.

To assist Shasta County residents, Resource Management will accept incomplete permit documents December 1st - 31st for review under the current 2016 California Building Codes. Application fees with minimum documents must be processed to receive the 2019 permit number. Incomplete permit applications will automatically expire June 1, 2020. Any application received on or after January 1, 2020 will be subject to the 2019 California Building Codes.

Special Notice: Carr Fire survivors submitting an application under the 1997 California Building Codes pursuant to Shasta County Limited Density Owner-Built Rural Residential Ordinance SCC 2018-03 will have until November 30, 2021 to have the permit issued.


In an effort to process a high-volume of permit applications, the Department of Resource Management is unable to accept paper applications on Wednesdays. The lobby remains open for dispensing general information, issuing permits and accepting revisions with a completed drop off form Building and Planning Drop Off Checklist .

Photographs can be used for limited re-inspection items when coordinated with your area inspector.

On or before January 2019, a new over the counter permit program will be available for limited residential and commercial projects.


In order to encourage a variety of housing projects featuring a mixture of housing types affordable to the Very Low, Low, and Moderate income households the County created the Developer Incentive Program-Multiple Family Housing (Program H1-J) in the 2014-2019 Housing Element Update.
