Our mission is to improve and expand the City's housing stock, address the needs of low and moderate income residents, and stimulate the physical and economic revitalization of the City's neighborhoods in concert with other public, private, and non-profit organizations.

Our goal is to provide decent, safe and affordable housing and a suitable living environment while also addressing: fair housing, assistance for lower-income families, neighborhood renewal, individual and community empowerment, homelessness, economic opportunities and job promotion, citizen encouragement and public trust. We are here to respond to the Housing and low-income neighborhood challenges which exist in our community.

The Housing and Community Development Section offers many programs including the following:

  • Home Rental Program (HRP): Provides long-term, low-interest loans for the rehabilitation and/or acquisition of rental properties occupied by low-income tenants.
  • Homeowner Rehabilitation Program: Provides low-interest home improvement loans to qualified homeowners of residential property.
  • Emergency Repair Program (ERP): Provides affordable loans to low-income owners of both mobile homes and conventional homes located within the Redding city limits.
  • Minor Home Repair For Seniors (SRP): Assists senior citizen homeowners who do not have the financial resources to complete minor home repairs. A grant of up to $300 is used to pay for the repairs.
  • Down Payment Assistance Program (DAP): The DAP was created to meet the needs of low-to-moderate income families who want to purchase their first home, but are unable to accomplish that goal without assistance. The program provides direct loan assistance, in the form of a second mortgage, bridging the gap between the applicant's downpayment, the first mortgage from a mortgage lender, and the home's purchase price.
  • Neighborhood Incentives: HCD also offers a wide range of grants & special loans to revitalize properties located in any one of the designated neighborhoods (Parkview & MLK) to promote positive change in areas currently seeking greater stability and safe family oriented environments.

The Redding Housing Authority (RHA) administers the U.S. Department of Housing and Urban Development's Section 8 Housing Choice Voucher Program. The Voucher Program assists very-low income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. The participant is free to choose any housing that meets program requirements. The Voucher Program helps keep monthly housing costs to approximately 30% of the family's adjusted income. The RHA receives annually approximately $5 million which is dispersed directly to owners on behalf of eligible families. Interested individuals and families may contact the RHA office to request an application. After the family's name is placed on the waiting list, it will take six months to one year for the RHA to contact the family for an eligibility review to take place.

The Mission offers free food, shelter, and clothing to men, women and children. The Mission's Work Search program helps homeless men and women find employment. Our Emergency Assistance Program helps individuals and families in need of food, clothing, emergency medications, bus passes, voice mail, personal hygiene items and other items as needed and available. We can also help with rent, utility and motels. All services are available only within program parameters and limited to funding availability.

Food assistance is an emergency food pantry normally limited to twice per year.

Clothing is for emergency needs only and limited to once per year per household.

Emergencies needs might be for job interviews or new job, new kids to household, fire, or theft.

Blankets available on a limited basis.

Bus passes and fuel: only for essential medical, employment and/or social service related needs.

Rent assistance for first month's rent or eviction prevention: no deposits. Call or drop by for other requirements.

Utilities: generally for medical situations. Call or drop by for other requirements.

Motel assistance only for individuals and families unable to stay in local shelters due to those shelters program criteria or for physical, mental health, or medical reasons. Call or drop by for other eligibility information or if after hours, check with the Good News Rescue Mission.

We inform and refer clients and caseworkers to other programs and give extensive informational sheets to everyone.

Emergency Casework
In special cases where a client is particularly at risk, we provide emergency casework and also advocate directly to and work directly with other agencies as needed.

Location & Hours
We are centrally located in downtown Redding and our Emergency Assistance Program is open every week day from 10:00 to 1:00. Though we are closed for services in the afternoon and on Saturday, we do not turn anyone away if it is a hardship for them to return and they need immediate assistance. We serve people in Shasta County.

The Shasta County Department of Social Services administers benefit programs for Temporary Cash Assistance, Food Stamps, Medi-Cal/County Medical Assistance Program and In Home Supportive Services to families and individuals in financial or medical need that meet eligibility requirements for these programs.

Children and Family Services administer programs to ensure children and youth are safe, healthy, in school, out of trouble, have a real permanency, and a chance to be productive citizens.

Adult Social Services
Adult Social Services provides supportive and protective services for adults and elders, including protective services, in-home support, and Public Guardian. Social workers are stationed throughout the County at senior centers and congregate meal sites. The Shasta County Housing Authority (SCHA) administers the Department of Housing and Urban Development's Section 8 Housing Choice Voucher Program within Shasta County, outside the city limits of Redding. The goal of the program is to assist eligible families in securing decent, safe, sanitary and affordable rental housing. This is accomplished by providing rental subsidy payments directly to the landlord, on behalf of low-income families for any eligible unit of the family's choosing. Approximately 644 families are assisted within SCHA jurisdiction. Eligibility is determined once the family's name has come to the top of the waiting list. Preferences are given to families and elderly or disabled single persons living within SCHA jurisdiction.
